Gerçek emisyon verisi kullanılmıyorsa AB’ye giden Türk malının gömülü emisyonu, 2025/2621 sayılı Uygulama Tüzüğü Ek I’indeki Türkiye tablosundan alınır. Değerler ton mal başına tCO₂e’dir. Sertifika hesabında toplam sütunu kullanılır ve 2026’da %10 ilave pay eklenir (gübrede %1). Tablo 2026/1740 ile düzeltildi; düzeltme 1 Ocak 2026’dan geçerli.
Türkiye tablosunda çimentonun sekiz satırından yedisi boş; bu satırlarda “Diğer ülkeler ve bölgeler” değeri uygulanır (örneğin gri klinkerde 1,410). Doğrudan ve dolaylı sütunlar bilgi amaçlıdır; ilave paylı nihai değeri SKDM Kayıt Sistemi hesaplar.

SKDM varsayılan değeri nedir, ne zaman kullanılır?
Tesisin gerçek verisi yerine kullanılan, Komisyon’un ülke ve mal bazında belirlediği değer.
SKDM’de (Sınırda Karbon Düzenleme Mekanizması; İngilizce kısaltmasıyla CBAM) elektrik dışındaki bir malın gömülü emisyonu, yani üretimi sırasında salınan doğrudan emisyonlar ile üretimde tüketilen elektriğin üretiminden kaynaklanan dolaylı emisyonlar (2023/956 md. 3(22)) (R3), iki yoldan belirlenir: tesisin gerçek emisyonu ya da varsayılan değerler. Kural, 2025/2083 ile değişen 2023/956 md. 7(2)’de (R4).
Varsayılan yol seçildiğinde kullanılacak değerler, Komisyon’un 16 Aralık 2025 tarihli 2025/2621 sayılı Uygulama Tüzüğü’nün Ek I’indedir (md. 1(1)). Tüzük AB Resmî Gazetesi’nde 31.12.2025’te yayımlandı ve 1 Ocak 2026’dan beri uygulanıyor (md. 2) (R2).

Türk malı için değer hangi tablodan alınır?
Ek I’in giriş kuralları Türkiye tablosu ile “Diğer ülkeler ve bölgeler” arasındaki seçimi belirliyor; üretim ülkesi belirlenemeyen ön madde için ayrıca 2025/2621 md. 1(5) uyarınca Ek IV uygulanıyor.
- Türkiye tablosu. Ek I’de Türkiye ayrı bir tablo olarak yer alıyor. İlgili CN ya da TARIC satırında sayı varsa o değer kullanılır (R1).
- “Diğer ülkeler ve bölgeler” tablosu. Ülke listede olsa bile satırda değer yoksa ya da alan “–” gösteriyorsa, aynı malın “Other countries and territories” tablosundaki değeri seçilir. Ülke listede hiç yoksa da bu tablo kullanılır (R1).
Ek IV: en yüksek değer. Bu, yukarıdaki sıranın bir sonraki adımı değil, ayrı bir durum: karmaşık bir malın ön maddesinin üretim ülkesi belirlenemiyorsa o ön madde için Ek IV’teki değer kullanılır (2025/2621 md. 1(5)) (R2). Ayrıntı ön madde bölümünde.

Varsayılan değer nasıl belirlenir, neden ihtiyatlıdır?
Ülke ortalaması, üstüne ilave pay ve kademeli bir takvim.
- Varsayılan değer, her ihracatçı ülkenin o maldaki ortalama emisyon yoğunluğu esas alınarak belirlenir ve ölçülü (orantılılık gözetilerek tasarlanmış) bir ilave payla artırılır (2023/956 Ek IV nokta 4.1) (R4).
- İhracatçı ülke için güvenilir veri yoksa, o mal türünde güvenilir verisi olan ve emisyon yoğunluğu en yüksek 10 ihracatçı ülkenin ortalaması esas alınır (R4).
- 2025/2621’in gerekçesine göre varsayılan değerler ve ilave paylar ihtiyatlı bir yaklaşımla belirlenir: amaç, varsayılan kullanıldığında gömülü emisyonun olduğundan düşük hesaplanmamasıdır (gerekçe 3) (R2).
- İlave pay, üretici ülkenin ortalamasından daha yüksek salım yapan tek tek tesislerin sapmasını karşılamak için konmuştur (gerekçe 4) (R2).
- Pay kademeli artıyor. Gerekçeye göre beyan sahipleri ilk yıllarda varsayılan değer kullanabilmeli, sonrasında gerçek emisyona geçmeli (gerekçe 5). Gübre sektöründe daha düşük pay uygulanıyor (gerekçe 6) (R2).
Türkiye değeri “Diğer ülkeler” değerinden hep düşük mü?
Hayır. Sıcak haddelenmiş yassı çelikte (7208) Türkiye değeri 2,428, “Diğer ülkeler ve bölgeler” değeri 4,049; çelik yapı ve aksamında (7308) ise Türkiye 5,520, Diğer ülkeler 5,064 tCO₂e/t. Türkiye’ye özgü değeri olan 250 satırın 100 tanesinde Türkiye toplamı Diğer ülkeler toplamından yüksek, 148 tanesinde düşük, 2 tanesinde eşit (R1). Türkiye satırı doluysa, hangisi yüksek olursa olsun Türkiye değeri uygulanır (R1).
Ön maddede varsayılan değer: karma kullanım ve menşei bilinmeyen girdi
Kendi süreciniz gerçek veriyle, satın aldığınız girdi varsayılanla hesaplanabilir.
Ön madde, karmaşık bir malın üretiminde kullanılan ve gömülü emisyonu hesaba katılan girdidir. Karmaşık malın tesisteki üretim süreçleri gerçek emisyonla, bir ya da birkaç ön maddesi varsayılan değerle hesaplanabilir (2025/2547 md. 15) (R5). Bu durumda ön madde için de Ek I’deki değer kullanılır (2025/2621 md. 1(2)) (R2).
Ön maddenin üretim ülkesi belirlenemiyorsa Ek IV uygulanır (md. 1(5)). Ek IV’teki değer, o ön madde için emisyon yoğunluğu en yüksek üçüncü ülkenin değeridir. Tüzüğün gerekçesi bunu, yüksek varsayılandan kaçmak için ön maddenin üretim ülkesinin bilinmediğinin ileri sürülmesini önlemek diye açıklıyor (gerekçe 9) (R2). Bu değerlere de ilave pay eklenir (R1).

Dolaylı emisyon ve elektrik değerleri nerede?
Ek I’deki dolaylı sütunu yalnız bazı mallarda dolu; şebeke ve ithal elektrik değerleri ayrı eklerde.
Demir-çelik (2601 12 00 hariç), alüminyum ve hidrojen satırlarında dolaylı sütunu “N/A”: bu mallar 2023/956 Ek II’de sayılır ve yalnız doğrudan emisyonları hesaba girer (md. 7(1)) (R3). Çimento, gübre ve aglomere demir cevheri (2601 12 00) satırlarında dolaylı emisyon ayrı sütunda verilir; örneğin susuz amonyakta (2814 10 00) doğrudan 2,170, dolaylı 0,100, toplam 2,270 tCO₂e/t (R1).
Tüzüğün iki eki ayrı tablolar taşıyor: Ek II özgül dolaylı emisyon için, Ek III AB’ye ithal edilen elektriğin doğrudan gömülü emisyonu için varsayılan değerleri veriyor (md. 1(3) ve 1(4)) (R2). Bu iki ekteki değerler IEA verisine dayanıyor ve tüzükteki nota göre yalnız ticari olmayan amaçlarla yeniden dağıtılabiliyor. Bu yüzden rakamları burada tekrarlamıyoruz; değerler için 2025/2621 metnine bakın (R2).
Ek II ile Ek I’in dolaylı payı karıştırılmamalı. Ek II, 2023/956 Ek II’de sayılmayan mallar için ülke bazında elektrik emisyon faktörü (tCO₂e/MWh) verir. Özgül dolaylı emisyon varsayılanla belirleniyorsa bu faktör kullanılır (2025/2621 md. 1(3)) (R2). Mal bütünüyle Ek I varsayılanıyla beyan ediliyorsa dolaylı pay, Ek I’deki toplam değerin içindedir; ayrıca eklenmez (2026/1740 gerekçe 10) (R1).

Varsayılan değer kullanınca doğrulama ve karbon fiyatı indirimi ne olur?
İki kural da gerçek emisyonla belirlenen beyana göre yazılmış.
- Doğrulama. 2023/956 md. 8(1)’in yeni metni, beyan edilen toplam gömülü emisyonun akredite bir doğrulayıcıya doğrulatılması şartını, gömülü emisyonun gerçek emisyona göre belirlendiği durum için koyuyor (R4). Süreç için doğrulama sayfasına bakın.
- Üçüncü ülkede ödenen karbon fiyatı. Fiilen ödenen karbon fiyatının sertifika sayısından düşülmesi, gömülü emisyonun gerçek emisyonla belirlendiği beyanlar için (md. 9(1)). Varsayılan değer kullanılıyorsa indirim yalnız yıllık varsayılan karbon fiyatları üzerinden istenebilir (md. 9(4)) (R4).
- Yıllık varsayılan karbon fiyatı. Komisyon, karbon fiyatlandırması olan üçüncü ülkeler için bu fiyatları 2027’den itibaren belirleyip SKDM Kayıt Sistemi’nde yayımlayabilir (md. 9(4)) (R4). Türkiye için bir değer belirlenip belirlenmeyeceği henüz belli değil.

2026/1740 düzeltmesi neyi değiştirdi?
Komisyon 20 Temmuz 2026’da Ek I ve Ek IV’ü baştan yeniledi; düzeltme 1 Ocak 2026’dan geçerli.
2026/1740 sayılı Uygulama Tüzüğü, 2025/2621’in Ek I’ini ve Ek IV’ünü tümüyle yenisiyle değiştirdi (md. 1). AB Resmî Gazetesi’nde 31.7.2026’da yayımlandı, yayımından sonraki üçüncü gün yürürlüğe girdi ve 1 Ocak 2026’dan itibaren geriye dönük uygulanıyor (md. 2, gerekçe 14) (R1).
Bütün tablolar için
- Eksik ya da hatalı üretim rotası göstergeleri eklendi ya da düzeltildi; bu hatalar ücretsiz tahsisat düzeltmesinin doğru hesaplanmasını engelliyordu (gerekçe 2).
- 2026, 2027 ve 2028 için ilave paylı sütunlar kaldırıldı; nihai değer Kayıt Sistemi’nde hesaplanıyor (gerekçe 10).
- Değerlerin birimi tablolara yazıldı: ton mal başına tCO₂e (gerekçe 4).
- Beyaz ve gri klinker (2523 10 00) ile beyaz ve gri hidrolik çimento (2523 90 00) artık TARIC koduyla ayrılıyor. 2507 00 80 yerine, yalnız kalsine kaolin kilini kapsayan 2507 00 80 80 kullanılıyor (gerekçe 5 ve 6).
- Başka ülke tablolarındaki yazım hataları düzeltildi ve eksik kalmış bazı değerler eklendi (örneğin Tayvan 7218–7223 ve “Diğer ülkeler” 7226 20 00 değerleri, Tunus’ta bazı CN kodları). Ek IV’te 7616 99 10 ve 7616 99 90 değerleri düzeltildi. Türkiye bu gerekçelerde anılmıyor (gerekçe 7-9, 11 ve 13) (R1).
Türkiye tablosunda ne değişti?
Sayısal değerler aynı kaldı; yalnız beş 7326 alt kodunda “3” yazımı “3,000” oldu. Altı satırda üretim rotası göstergesi düzeltildi (R1, R2):

Komisyon düzeltilmiş değerleri 10 Ağustos 2026 tarihli bir Excel dosyasıyla da yayımladı; dosya bilgi amaçlıdır, bağlayıcı değerler tüzüktedir (R8).
Değerler ne zaman değişecek?
Gözden geçirme için tüzüğün koyduğu son tarih 2027.
- 2025/2621 en geç 2027’de gözden geçirilecek (md. 2). Gerekçeye göre değerler ve ilave paylar en geç Aralık 2027’de gözden geçirilecek; Komisyon’un gözden geçirmeyi 2026’da yapabilmek için gereken çabayı göstermesi öngörülüyor (gerekçe 11) (R2). 2025/2547 md. 11(5) de aynı son tarihi koyuyor (R5).
- 26 Eylül 2026 itibarıyla 2025/2621’i değiştiren tek işlem 2026/1740 (R7).
- 2023/956 Ek IV nokta 7’ye göre, beyan sahipleri bölgeye özgü uyarlanmış değerlerin Komisyon’un belirlediğinden düşük olduğunu güvenilir veriyle gösterebilirse bu değerler kullanılabilir (R4). Usul 2025/2547 md. 12 ve Ek V’te: beyan sahibi, güvenilir alternatif resmî kaynaklardan (ulusal istatistikler dahil) bir takvim yılını kapsayan verilerle bunu ithalat yılının 30 Haziran’ına kadar Komisyon’a göstermeli. Komisyon verileri güvenilir bulursa ilgili varsayılan değerleri değiştirir; değişen değerler o yılın ithalatına uygulanır (R5).
- 2025/2621’in kısmen iptali için Genel Mahkeme’de bir dava açıldı (T-193/26). Dava Türkiye’yi değil, Gürcistan menşeli dikişsiz çelik borulara “Diğer ülkeler ve bölgeler” değerinin uygulanmasını konu alıyor (R9).
Tüzük değiştiğinde tablo yeniden aktarılır ve değişiklik günlüğüne kaydı düşülür.

Türk çimentosu için hangi varsayılan değer kullanılır?
Türkiye tablosunda çimentoda yalnız alüminli çimento satırı (2523 30 00, toplam 1,950) dolu. Diğer satırlarda “Diğer ülkeler ve bölgeler” değeri geçerli: gri klinker dahil diğer klinker 1,410, gri Portland çimentosu 1,440, beyaz klinker 1,370, beyaz Portland çimentosu 1,450 tCO₂e/t.
